How would I accomplish this batch rename?

May I ask how I would batch rename the below list:
001.pdf
002.pdf
003.pdf
.
.
107.pdf

renamed to following:

Starlog Magazine 001 1976_08.pdf
Starlog Magazine 002 1976_10.pdf
.
.
Starlog Magazine 107 1986_06.pdf

- Select all, insert Prefix 'Starlog Magazine '
- Select all file of one year, insert suffix '1976' plus numbering. (adjust numbering as needed, like "Start at 08")
- Select the next year files
- ...
