Custom Date Format doesn't work in Windows2008R2

I am using the CLI tools, tested the command on windows 7 64bit & its running ok. But when I use it on a Windows 2008 R2 server, the custom Date format doesn't work

Here is the command that I use:
C:\Users\xxx\Desktop\rename>BRC64.exe /DIR:C:\Users\xxx\Desktop\rename\Outbox /IGNOREFILEX /REMOVENAME /APPENDDATE:N:P:::10:%Y%m%d%H%M%S /AUTONUMBER:1:1:S::10:3 /EXECUTE

on Win 7:
Processing Folder C:\Users\xxx\Desktop\rename\Outbox\
Filename 1.txt renamed to 20141110123022001
Filename hope.txt renamed to 20141110123022002
Filename 2.txt renamed to 20141110123022003
Filename 3.txt renamed to 20141110123022004
Filename 4.txt renamed to 20141110123022005

on Win2008R2:
Processing Folder C:\Users\xxx\Desktop\rename\Outbox\
Filename 1.txt renamed to mHS001
Filename hope.txt renamed to mHS002
Filename 2.txt renamed to mHS003
Filename 3.txt renamed to mHS004


it works if I use format 9 instead of custom. Any idea what have I done wrong?
