I am aware of the ability to save presets, however that is a more clunky solution to the problem.
The idea of having a global "de-activate / activate" rules function is so that the user can de-activate all rules with 1 single click instead of multiple clicks and then can manually re-active specific rules to perform follow up tasks with less clicks, then when the additional rules are needed once again with the same settings they can re-activated with less clicks. This is a more dynamic real time approach alternative to the static approach of saving presets. Through experience I have personally found that saving presets hasn't been very useful for me.
