how to bulk rename from csv

I have over 1,500 mp3 files I need to fix the name and artists. I used aha music to find the correct titles and artists and now I have a short list of 24 files I got finished that are saved info on csv.

I have a list in the correct order I just don't know how to add the csv list to the Bulk Rename Utility.

I have them in this order "title, Artists" and I want to use the info to rename the files in bulk if possible.

Can someone tell me how to add the csv files info to the program to use the files order and info.
