JPeg Renaming.

Good Evening all.
I need a bit of help please.
I have a Flickr site, and take thousands of pictures of trucks.... (Here is thelinkhttps://www.flickr.com/photos/161586798@N08/?)

When I get home after shooting some Trucks, and i have sorted them all out, I catalogue them in my Excel database.
So when I have finished cataloging them, I then upload to Flickr, with the Registration Number and company, I need to copy and paste from my Excel sheet to the title box in Flickr.....Sometimes I upload around 100 at a time.

My Question is....
Is there a way of batch renaming the files from my Excel sheet to the JPeg without copying and pasting each into Flickr so when I upload them, the Title is already done for me, as it`s very time consuming.
I know I can batch rename the Jpeg with all the names, but if I upload to Flickr 100 Jpegs, I have to copy and past 100 different times to the 100 different pictures waiting to be uploaded as each picture has a different title.

Greetings, Im think you convert "excel database" to csv, so then to make "Rename-Pairs", but experts cant help because 100 people can invent 100 different databases, so they cant guess your invented database.
