In addition, for video files, is there a way to put a prefix based on RECORDED date rather than created or modified date? The filenames offer the correct dates:

(Just noting... the first screenshot does not display - fully. So, View Image...)

#1
10:Numbering -> Pad: 2 (or 3)

#2
Is the recorded date stored as part of a tag within the file itself?

The "RECORDED date" might be stored in the generic "Item Date" in BRU?
("Item Date" is populated by Windows and can be used in BRU).

Which section is it to insert "Item Date"? I'm not sure how to check whether the videos are tagged.

Right-click on a file in BRU and select "Show List of File Properties"
