Move files to folder

Can this utility move files to a folder that is in the filename, if it doesn't exist, create it.
Ex.
01-03-23 Newark 10005791.pdf

Move to Network folder \Packing lists\
Create folder 10005791 if the folder doesn't exist then make it. Move the file into that folder.

I would like to know if this can be done too as it would make my life a lot easier because I could combine several acts and do it all at once.
