Rename multiple many folders format

Okay, so I have had BRU recommended for a possible mass bulk renaming. Ultimately, I have about 35k folders and 2.2M files, that will need renaming. I do not expect them to all be done at once.

What I am thinking I want to do is rename the files by the folder name with some minor revisions.

As an idea of what they format of the folder names is
Artist - YYYY-MM-DD - Venue - City, State/Country - ## - Track name.*ext*

The first part that is important to me is before the ## (track #) having this format. The track names are variable, of course depending on the show collection folder. Many many artists, many many years, etc.

Does this all make sense? I have tried over the years of collecting to rename in batches with different software and even manually, but at this point, I am beyond lost for time as it were.

i would be willing to learn command-line if this will help, or other options.
