renaming files exported from iphone

I am helping my mother to organise her photo files and it is quite a mess
Sorry if I am asking something that has already been answered - I have tried searching but as my search terms are so generic I get a vast number of search results which are not relevant.

I have managed to export a folder from my mothers phone and the files are saved as this:
[user].photoslibrary\Masters\2016\04\09\20160409-180329\IMG_1996.JPG
I assume this means that the photo is taken on 9 April 2016 at 3 minutes and 29 seconds past 8 pm

I would like this file to be given the name: [2016-04-09 - 18.03 -IMG_1996.jpg] and ideally also add the date and time taken to the metadata field "Date Taken"

How do I do this?

With some trial and error I have managed to do what I wanted. I did it step-by-step by first adding the level 1 folder name that actually contained all info I needed. Then I added separators one at a time.
I haven't yet added the Date taken though - this is my next challenge
