In 5:Remove, if 'First n' is > the number of existing characters, that effectively removes all the characters.
So in this case, Remove 5 removes the number part of the name - entirely.
So; 21 becomes .mp3 & 22 becomes .mp3 ...
The rest of the settings are then added - in order; so 7:Add, & then, finally, 10:Number.
So after...
5:Remove, we have
> .mp3
7:Add then adds "ma"
> ma.mp3
10:Number, then adds a counter starting at position 1
> m1a.mp3
The thing to realize is that the different settings are applied based on setting number order.
So 5: gets applied, then 7:, then 10:.
What is it that you're looking to do?
If you want to renumber, starting at 1, with a "ma" prefix,
you could:
2:Name -> Remove
7:Add -> Prefix -> ma
10:Numbering -> Insert -> At: 3
Actually, what you have done will work also - except that you need to change 10:Numbering, the At: from 1 to 2 (or select, Suffix).
