rename file using folder number from specific character

please advise if it is possible to rename all files in folders and subfolders using only part of the folder name. In my situation I only want to use the folder name from the 12th character onwards and this should be prefixed to the current file names. I am aware I can do this in 2 steps, but 1 step would be preferred! thanks
