Renaming Files the Parent Folder Name

I am new, and I am having a problem where I am decompressing files that are 7z'ed. When I decompress these files, they placed in a folder with the correct name, but the file with in the folder is a random name the compressor felt was a good fit. Once they are all decompressed, how do I tell this tool to rename all files with in folders, in a certain directory, to be the same name as the parent folder? I am not sure if this is possible, but let me know! And if this question is already asked and answered please point me to that discussion!
