NON-Unicode support

I was just wondering if the command line version of BRU supports non-Unicode OSes (i.e. Win9x)? I know the GUI version supports Win9x but the command line version seems to start support with NT which is a Unicode OS. I looked through the forum and is seems 2.7.7.x GUIS is when Unicode support was added.
If the latest version does NOT support non-Unicode OSes is there a link where I can dl an older version of the command line utility that will work on Win9x? Thanks.
