%H produces incorrect 24 hour time

Hi,

Love the command utility. Struggled finding I needed to have %% in a bat file for variables, but didn't need quotes, but all good.

Here's the problem, which is from a bat file:

brc32.exe /pattern:*.JPG /fixedname:"%Prefix% " /changecase:T /appenddate:N:S:::10:%%y%%m%%d%%H%%M%%S" /nodup /tidyds /trim /execute

With the environment variable Prefix set to "test rename", and today being 22-Feb-2009, and the system clock at 12:08pm I get a filename generated like this: Test Rename 090222010850.jpg

The 01 part should be 12. I know I'm in a different time zone, and on Daylight Savings. But ...?

I'm on Vista Business - all maintenance right up to date; BRC32.exe shows File Version 1.3.3.0 on cursor hover over file name.

It does sound like a time zone / daylight-savings issue....
